Griffin partnered with Swinerton Builders to deliver a turn-key library for the County of Los Angeles through a Public Private Partnership (“P3”). This comprehensive delivery model, in association with SVA Architects, to replace the County’s branch library in the unincorporated Antelope Valley community of Quartz Hill, was structured around a lease with an option to purchase the project during the lease term.
The team was tasked with identifying and acquiring the site; obtaining entitlements; delivering a buildable site; developing project design; managing the project; constructing the building; outfitting the facility with County-specified furniture, fixtures and equipment; and financing the comprehensive project.
The $12 million project is set on a 1.7-acre site in a campus-like environment with public gathering spaces and outdoor learning courtyards. The 12,514-square-foot library includes adult, teen, and children’s reading areas, an early childhood/family area, a homework center, group study rooms, a community meeting room, express-service checkout machines, information services pods, public access computers, WiFi, a laptop vending machine, staff areas, and public restrooms. The library was fully equipped and move-in ready upon completion. The building received LEED® Gold certification from the United States Green Building Council. The project has many sustainable features such as rooftop photovoltaic panels, bio swales, drought-tolerant landscaping, maximized controlled daylighting, and controlled interior lighting.
