Placer County Government Center, The Strand P3

ClientPlacer County
LocationNorth Auburn, CA

Griffin Structures, working in close cooperation with Gensler and Swinerton Builders, are serving as the developer, Program and Construction Managers for this innovative Public-Private Partnership (P3) project.

Placer County has introduced a transformative vision for private development within the Government Center campus in North Auburn—an agricultural-themed mixed-use district that blends housing, commerce, and community in a uniquely regional way. The plan features The Strand, a pedestrian-focused promenade activated by distinctive local businesses, outdoor recreation areas, and park-side gathering spaces. Designed to celebrate Placer County’s agrarian heritage, the district aims to attract artisan chefs, winemakers, brewers, and local artists seeking a place to craft, display, and sell their work.

The project includes thoughtfully planned mixed-income housing and establishes a true “agri-hood,” integrating community gardens and design elements inspired by Placer’s agricultural identity. Higher-density residential neighborhoods are envisioned to support a vibrant, walkable environment where residents can easily access nearby retail, dining, and commercial offerings.

Central to the campus is a public park—or grove—designed as a flexible venue for community events and outdoor experiences. Additionally, the development incorporates production-to-consumer facilities, such as wineries, breweries, and bakeries, enabling goods to be created on-site and offered directly to visitors through adjacent storefront shops.
